County approves bid to repair damaged roof at Justice Center

HUNTSVILLE — The Walker County Commissioners Court approved a bid to repair the roof on the Justice Center at 717 FM 281 during a regular session Monday morning at the courthouse.

The center has sustained significant water damage recently due to poor drainage and normal wear and tear on the roof of the facility.

According to county purchasing agent Linda McKenzie, one corner of the roof that covers the interrogation room continues to collect water and is in need of several repairs to alleviate the problem.

The metal roof will also receive a new protective and energy-efficient coating in order to further seal the interior from water damage and increase the life of the roof.

After a bid process, the project was awarded to Brazos Urethane at the price of $49,925.

The bid also includes a 10-year manufacturers warranty for the protective coating as well as a five-year contractor’s warranty.

According to the warranty, if leaks occur during the first five years of the warranty, “the manufacturer shall provide and the qualified applicator will install, without charge to the owner, necessary coating material for repair of defects.”

In other action, the court also approved the appointment of Kristi K. Titzman as the new AgriLife Extension Agent.

Titzman earned her Bachelor of Science Degree in Animal Science and a Master of Science Degree in Agriculture Education both from Texas A&M University, and has served as the County Extension Agent – 4-H and Youth Development of Waller County for the past two years.

For five years prior, Titzman served as the 4-H Youth Development and Agriculture Agent in Sabine Parish in Many, La.

According to a release from district extension administrator Dr. Dale A. Fritz, Titzman will assume her new duties on Nov. 23.

As the AgriLife Extension Agent, she will be involved with 4-H and youth development programs in Walker County.

The budgeted salary for the position is $13,379 along with an additional travel allowance.

“She’s done a good job for me down there in Waller County,” Fritz said. “She helped the young people with their livestock projects, provided organizational leadership to the 4-H program, and worked with area schools to introduce curriculum that they could utilize with their classes.”

In other action on Monday, the court:

• Approved minutes for Nov. 2, 2009.

• Approved claims/invoices submitted for payment in the amount of $201,490.07.

• Approved bill paying in the amount of $1,947,990.66.

• Approved award of Bid #C2360-10-001/Hauling Road Materials for Road & Bridge Pct. #3 for the period Dec. 1, 2009, through Sept. 30, 2010.

• Approved release of retainage to LDF Construction Inc. for the Walker County HEARTS Veterans Museum of Texas.

• Approved the revisions to procedures/policy related to NRCS supplemental/environmental project grant for OSSF replacement.

• Approved training for planning and development staff.

• Approved Subdivision Policy Regulation for Exception 3.19 for Property-line Adjustments.

• Approved the application for exception for Edward Bradford 7.51 acre tract in the H. Applewhite Survey (A-61).

• Approved variance request for Dennal Hill Elmore 1.00 acre tract out of 10.00 acre tract, John Ingram Survey, A-295.

• Approved request of minor plat for Dennal Hill Elmore 1.00 acre tract out of 10.00 acre tract, John Ingram Survey, A-295.

• Approved Proclamation 2009-35 “Tree of Angels.”

• Approved Proclamation 2009-36 “HEARTS Veterans Museum of Texas Grand Opening,” which is scheduled for 11 a.m. Wednesday.

• Approved Proclamation 2009-37 “Home Care and Hospice Month.”

• Approved ratifying Notice of Intent to Apply for SECO Stimulus Funds for Energy Efficiency and Conservation Block Grant.

• Approved resignation of Bill Hodges from the Bluebonnet Groundwater Conservation District (declined to seek reappointment).
