City to adopt tax rate tonight

The Huntsville City Council is scheduled to adopt the proposed tax rate and appoitments are due to be made to various boards and committee during a regular session at 6 p.m. today at City Hall.
Starting at 5:25 p.m. in the conference room, an overview and discussion will be held on the fire station general obligation bond issuance as presented by representatives from the city’s financial advisers.
Winston Duke, director of finance, will present the Fiscal Year 2008-09 tax rate to be discussed and possible action taken on it by the council.
The council adopted the 2008-09 budget Sept. 2 and the tax rate supporting the budget in the General and Debt Service Fund is the effective rate of $0.4007 per $100 valuation.
Last year’s tax rate was $0.4135 per $100 valuation.
This year’s effective tax rate would impose the same total taxes as last year of comparing properties taxed in both years.
In addition, Mayor J. Turner is scheduled to present appointments to 16 various city boards and committees, including the Tax Increment Reinvestment Zone No. 1 board of directors, the Planning and Zonning Commissioner members, Board of Adjustments — Zoning and Huntsville Economic Development Council.
Turner will either re-appoint members whose terms expired Aug. 31, or appoint new members to the boards and committees.
Other items on tonight’s agenda include:
• Approved minutes of City Council meetings off Aug. 5, 12, 14.
• Presentation, discussion and/or possible action on Ordinance 2008-34, consideration and action with respect to an ordinance authorizing the city of Huntsville. general obligation bonds, Series 2008.
• Presentation, discussion and/or possible action on Ordinance 2008-36, amending the city of Huntsville Employee Policy and Procedure Manual.
• Presentation, discussion and/or possible action on awarding the bid for Phase III of the Old Colony Road santiary sewer project.
• Presentation, discussion and/or possible action on Resolution 2008-08, naming the city’s representative to the Houston-Galveston Area Council General Assembly and board of directors for Fiscal Year 2008.
• Presentation, discussion and/or action Channel 7 contract with Sam Houston State University with report of ad hoc committee meeting of July 24 with Channel 7.
• Presentation, discussion and/or action on the claim submitted by Rayford Jenkins.
• Presentation, discussion and/or action to authorize the city manager to enter into a contract at an amount not to exceed $75,000 for clean up of the property at 2716 Parkwood Drive once sealed bids are opened.
